I proposed this ordinance to the Sangguniang Bayan of Mansalay to develop a sports program in providing opportunities to bring
out the best in the players and elevate them to a highest level in sports; To
encourage all sports organizations be it municipality-wide or Barangay-based
level, to foster a development program in an atmosphere of cooperation and
participation; To support implementors and its leaders toward capability-
building, and; To draw/elicit commitment from individuals and institutions,
thus bringing Mansalay towards excellence in sports.
